The KCanG is federal law – but federal states have discretion in certain aspects: the specific supervision of cultivation associations, the selection of competent authorities, and individual enforcement questions.

## Competent Authority in Lower Saxony

In Lower Saxony, the granting of permits for cultivation associations has been delegated to municipalities (districts and independent cities). For Hildesheim, the District of Hildesheim is the competent licensing authority, with the health department as the specialised body.

## Protection Zones in Lower Saxony

Lower Saxony has adopted the KCanG protection zone regulations (§ 5): consumption is prohibited in schools, daycare centres, playgrounds, pedestrian zones (7am–8pm), and within 100 metres of these facilities.

## Cultivation Associations in Lower Saxony

BlattWerk e.V. received its permit on 18 March 2026 as one of the first cultivation associations in Lower Saxony. The process was conducted professionally and cooperatively by the District of Hildesheim, with thorough examination of the addiction prevention concept and construction/security requirements.
