KCanG 2026 — What Has Changed Since It Took Effect?

On April 1, 2024, the Cannabis Act (KCanG) came into effect. Two years later, it is time for an initial assessment: what has been implemented, where are the problems, and what remains to be done?

Licensed Cultivation Associations in Germany

As of April 2026, approximately 300 Cannabis Social Clubs are officially licensed nationwide. The distribution is uneven: North Rhine-Westphalia, Berlin and Bavaria have the most approved associations, while some states — including Saxony and Saarland — have issued significantly fewer licenses. The differences are mainly due to the responsible state authorities and their interpretation of licensing requirements.

Practical Challenges

The biggest hurdles for cultivation associations remain structural. Finding suitable premises that meet both building code and security requirements continues to be difficult. Many associations report problems opening bank accounts, as some banks refuse to work with cannabis clubs. The bureaucracy — from application to final approval — takes between three and nine months in most states.

What Works

Prevention work within clubs has proven to be a strength of the model. The legally mandated addiction prevention officers, regular information events and direct contact with members enable low-threshold education. The community aspect is also rated positively by many members.

Lower Saxony in Detail

In Lower Saxony, LAVES is responsible for licensing. The process is considered comparatively well-structured. Several associations are currently licensed in the state, including BlattWerk e.V. in Hildesheim. Cooperation with authorities has been factual and solution-oriented.

Outlook: Pilot Projects for Commercial Sales

The second pillar of the KCanG — regional pilot projects for commercial sales in licensed specialty shops — remains in the preparatory phase. Several municipalities have expressed interest, but concrete start dates are still pending. The accompanying scientific research will examine effects on health protection, youth protection and the black market.
